Dear Valued International Customer;

First off, let me thank you for deciding to bid on one of my eBay auctions or purchasing a Buy-It-Now item from my eBay store.

The main reason I have suggested that you visit this page is so that I can advise you of recent problems with the delivery times of AirMail packages especially those bound for Canada. In years past, the scrutiny given to Airmail packages was rather minimal. This helped the US Postal Service stick to the promised delivery time of 4 to 10 days. Unfortunately, times have changed. Initially, screening was increased after 9-11. However, with the beginning of the current Iraq War even more screening procedures have been put in place and these have increased delays even further. There is increased screening of packages that will be placed on airplanes to prevent terrorist attacks. In addition to this increased screening by the US Postal Service, there is also increased scrutiny of packages at our borders by both agents of the US Department of Homeland Security and by foreign Customs officials.

This increased scrutiny is especially noticable along our Canadian border. For decades, our border with Canada was especially open. However, now packages crossing the border with Canada receive the same scrutiny as those coming from or to any other country. This has greatly increased the delivery time from the US to Canadian addresses. 10 days is now a very normal delivery time for an Airmail package to Canada. And if a package is randomly selected for hand screening by US or Canadian officials, the time for delivery can be increased by up to two weeks. If a package is hand screened it is pulled aside and opened by multiple officials. After inspection of all articles inside, a notice of inspection is placed inside the box, it is resealed and sent on its way.

For this reason, International buyers should understand that I have NO CONTROL over the time it takes for a package to reach you. I will send you a notice a day or two before a package is presented to the US Postal Service for delivery. After that point, it could take anywhere from 4 days if there are no slow downs at the border, to three weeks if the package is selected for hand inspection by Homeland Security/Customs officials. I can do nothing to speed a package through those security procedures.

If you chose to purchase an item from an individual in the United States, you must expect that there will be a delay in the delivery of your package as compared to delivery times before the beginning of hostilities in Iraq and definitely when compared to delivery times before the implementation of the new security regimen after 9-11. Patience is required as there is nothing I can do once a package is presented to the Postal Service.

If you do not feel comfortable with waiting that long you have only two options. Request Global Priority or Global Express Mail Service, which goes through expedited procedures at the border but which usually costs at least 4 times the amount of regular postage. Or you can choose not to buy from a seller that is inside the United States.

I can understand that depending on your locations, customs duties can range from a minor inconvenience to a major surcharge levied by your government. I am sorry that is the case. However, I will not falsify an official government document by declaring on a customs form that an item is a gift when it was purchased on eBay nor will I artificially lower the value of the item.
