Having been a member of eBay since March of 1998, I've seen a lot of things. The one thing that remains constant is the presence of two types of people: Those that are reputable in their transactions, and those that seem to have made this place a convenient scamming opportunity.
The first thing one can do before being "had" on an eBay transaction is to read the anchored information threads located at the top of the Trust and Safety Board. It provides a wealth of information gathered from many dedicated folks who volunteer their time, effort, and experiences in helping others make eBay a great trading experience.
Another helpful thing to do is to click on the "help" at the top of your eBay page, and look up a particular topic related to your specific problem. Read what information you can find that relates to your needs.
And finally, go to the Trust and Safety board (T&S) and start a topic about your needs, and let the helpful T&S volunteers help you through your problem. Remember, many there have "been there and done that!"
